What this data is

The risk on its own
A license is one of the most widely accepted proofs of identity, so the number is valuable on its own. Many online identity checks confirm license details against the issuing authority, which means a real number with matching details can pass. A scanned image is worse again, because it can be edited and uploaded as a document.
